What is a Brazilian tecnólogo worth in Europe?
In Brazil a tecnólogo is full higher education. In Europe it has no framework level, because Brazil is outside the European system entirely.
short answer
The Brazilian ministry treats a curso superior de tecnologia as graduação, real higher education, usually 2 or 3 years. No official mapping exists between Brazilian diplomas and European framework levels, so no honest page can hand you a number. In practice a tecnólogo is structurally closest to Europe's short-cycle qualifications at level 5, and in Portugal recognition as ensino superior is decided case by case and is sometimes refused.

Brazil is not in the EQF system, so any level given here is an analogy, never a legal fact.

Decided per file by a polytechnic or by DGES; refusal as ensino superior is common.

Structural analogy on course length and purpose, with no authority behind it.
This page compares framework levels. It is not a recognition decision: only the national body of the destination country can issue one.
