What does a Brazilian engineering degree open in Portugal and in Germany?

The two answers are not alike. Portugal has a route built for Brazilian engineers, and Germany protects the word itself.

short answer

Portugal and Brazil hold a reciprocity arrangement between CONFEA and the Ordem dos Engenheiros. Under it a qualifying Brazilian engineer registers without revalidating the diploma. Germany has no such arrangement, and each Land protects the title itself.

questions people actually ask

Do I have to revalidate my Brazilian degree in Portugal?
Not on the CONFEA reciprocity route, if you qualify for it. Outside that route, revalidation by a Portuguese university is the normal path.
Are technologists covered by the arrangement?
No. It excludes technologists, and also geology, geography and meteorology.
Can I call myself Ingenieur in Germany?
Only under the law of the Land where you work, through its chamber. The role itself may not require the title.
